ExSTARS is a component of the Excise Files Information Retrieval System (ExFIRS). ExFIRS provides an automated means for gathering and analyzing motor fuel industry records to determine which activities are not remitting correct federal and state motor fuel excise tax amounts. ExSTARS focuses on the terminal distribution level and processes data reported from several sources including terminal operators and transport carriers. The data reported includes fuel inventory balances and distribution information.

To improve security, ExSTARS will soon require all browser connections to use current industry standard security protocols. This change will be effective 07/13/2018.
After this date, ExSTARS will reject connections using earlier security standards, which may prevent older browser versions from connecting to ExSTARS.
All ExSTARS users should check to ensure that they are using a compatible browser version prior to the change. The list below provides minimum browser version levels that will be necessary to access ExSTARS:
Chrome 30, Firefox 27, IE 11, Edge, Safari 7, Opera 12.18
These browsers and later versions support the use of Transport Layer Security (TLS) protocol v1.2, which is the latest TLS protocol and will be required by ExSTARS after the changes.
